Problem Statement: 
To research and development current Web-Based Modeling and Simulation technologies and develop a 'mission-orientated' application for sea going naval officers to run simulations of Anti-Terrorist / Force Protection Plans agains the sea-borne terrorist threat.
Motivation:
12 October 2000 attack on the USS COLE (DDG 67) in Aden Harbor, Yemen by Al-Qaida sponsored terrorists.
